Bihar Sets Three Month Deadline for Exam Reform Panel, Reaffirms Rs 4 Lakh Student Credit Card Loan

The government has specifically asked that technology driven reforms should not disadvantage students from rural areas, economically weaker sections or communities with limited access to digital facilities.

The Bihar government has taken two significant steps concerning education and student welfare, announcing comprehensive reforms in the state examination system while clarifying the continuation of the Bihar Student Credit Card Scheme.

The state government has constituted a five member expert committee to review the examination system and recommend reforms within three months. The committee will examine examinations conducted by boards, universities, recruitment agencies and other institutions across Bihar. The panel will be headed by either a retired Supreme Court judge or a serving or retired High Court judge. The government has indicated that the chairperson will be nominated through the appropriate judicial process.

The committee's mandate covers the entire examination process rather than focusing only on question papers. This includes candidate registration, preparation and moderation of question papers, examination centres, evaluation, declaration of results and grievance redressal. The panel will also examine how examination records and confidential materials are stored and protected.

Preventing question paper leaks, cheating, impersonation and other forms of malpractice will be among the committee's key priorities. It will also examine ways to prevent tampering with answer sheets, unauthorised access to examination data and manipulation of examination results.

Another important area will be the examination calendar. The committee is expected to consider whether maximum timelines should be fixed for different stages, from the release of an examination notification and applications to admit cards, the examination itself, answer keys, evaluation and publication of results. The objective is to make the process more predictable for students and job aspirants.

Technology will also form an important part of the review. The panel will examine the use of digital tools, artificial intelligence, data analytics and cybersecurity measures in the examination system. It will consider stronger biometric verification, CCTV surveillance and secure systems for handling examination materials.

The government has also asked the committee to examine the security of question papers throughout their life cycle, including preparation, storage, transportation, distribution and digital transmission. A chain of custody system for question papers and answer books is among the measures being considered to establish accountability at every stage.

The reforms are intended to cover a wide range of examinations, including secondary and higher secondary examinations, university examinations, professional and technical examinations, entrance and eligibility tests, and recruitment and competitive examinations. The committee will also review the responsibilities of examination boards, commissions, universities, government departments and examination centres.

Alongside the examination reform announcement, the Bihar government has clarified an issue surrounding the Bihar Student Credit Card Scheme. Recent reports had suggested that the maximum education loan available under the scheme had been reduced from Rs 4 lakh to Rs 2 lakh. The government has rejected that interpretation and confirmed that students can continue to receive education loans of up to Rs 4 lakh.

Under the revised funding arrangement, the Bihar State Education Finance Corporation can provide loans of up to Rs 2 lakh, while scheduled commercial banks can provide the additional amount needed to take the total assistance to Rs 4 lakh. The change therefore concerns the structure through which the loan is provided rather than a reduction in the overall maximum amount available to eligible students.

Bihar Chief Minister Samrat Choudhary also addressed the issue on August 24 and said students and parents should have no confusion regarding the scheme. He stated that the Rs 4 lakh education loan facility for higher education would continue.

The Student Credit Card Scheme is intended to help Bihar students finance higher education, including eligible technical, professional and general courses. Government information lists a maximum loan amount of Rs 4 lakh and identifies education related expenses such as fees, books and laptops among the purposes covered by the scheme.

The clarification is significant for students who may have been concerned that changes in the loan disbursement system would reduce access to financial support. Under the current arrangement, eligible students can still seek support up to the Rs 4 lakh ceiling, subject to the applicable rules and lending procedures.

Together, the two announcements address different challenges in Bihar's education sector. The examination reform committee is focused on improving the credibility, security and efficiency of examinations, while the Student Credit Card clarification is aimed at ensuring that financial support for higher education remains available.

The examination panel now has three months to prepare its recommendations. Its proposals could influence how examinations are conducted and monitored across Bihar, particularly in areas such as paper security, technology, cybersecurity, evaluation and result timelines.

For students and job aspirants, the success of the reforms will ultimately depend on how effectively the recommendations are implemented.
