Maharashtra Sets Six-Year Minimum Age for Class 1 Admission From 2030–31; Nursery Rules Begin in 202

The policy is aligned with the foundational-stage approach outlined in the National Education Policy 2020, which emphasises early childhood care, development and education before children progress through formal schooling.

Maharashtra Introduces New School Admission Age Rules; Class 1 Minimum Age Set at Six From 2030–31

The Maharashtra government has announced a phased policy to standardise minimum-age requirements for school admissions, making six years the minimum age for admission to Class 1 from the 2030–31 academic year. The new rules will be introduced gradually over four academic years, beginning with nursery admissions in 2027–28.

According to a government resolution issued by the School Education Department, the policy will establish age criteria for nursery, Junior Kindergarten, Senior Kindergarten and Class 1. The move is intended to bring greater consistency to admission procedures across schools affiliated with different education boards and align the state’s admission framework with the National Education Policy (NEP) 2020.

New Age Criteria to Be Introduced in Phases

The Maharashtra government will implement the revised age requirements according to the following schedule:

  • 2027–28: Children must be at least three years old for admission to Nursery or Balvatika-1.
  • 2028–29: Children must be at least four years old for admission to Junior KG or Balvatika-2.
  • 2029–30: Children must be at least five years old for admission to Senior KG or Balvatika-3.
  • 2030–31: Children must be at least six years old for admission to Class 1.

The phased implementation will give parents, schools and education authorities time to prepare for the revised admission requirements. Instead of introducing all the changes in a single academic year, the state will gradually align the entry-age requirements across the early years of schooling.

June 30 to Be the Age Cut-Off Date

Under the new policy, June 30 of the relevant academic year will be used to determine whether a child meets the prescribed minimum age for admission.

Parents should therefore check their child’s date of birth against the applicable age requirement before submitting an admission application. Meeting the age requirement will be one of the criteria for eligibility, while schools may also have other admission procedures in accordance with applicable rules.

The common cut-off date is intended to reduce confusion arising from differences in age-assessment practices among schools. Parents planning admissions for the coming years should follow official notifications issued by the Maharashtra School Education Department and the respective schools.

Rules to Cover Different Education Boards

The government’s decision addresses differences in admission-age criteria followed by schools affiliated with the Maharashtra state board, the Central Board of Secondary Education, the Council for the Indian School Certificate Examinations and the International Baccalaureate.

The state government has noted that different age cut-off dates were being followed for Class 1 admissions and that a uniform minimum-age requirement was also lacking for pre-primary classes.

By introducing a phased schedule, Maharashtra aims to establish a more consistent framework for school entry. The policy is aligned with the foundational-stage approach outlined in the National Education Policy 2020, which emphasises early childhood care, development and education before children progress through formal schooling.

The new requirements are expected to help schools and parents plan the transition from nursery to kindergarten and then to Class 1 according to a common age framework.

Existing Students to Receive Exemptions

The revised age requirements will not apply retrospectively to students who were already enrolled in nursery through Class 1 during the 2026–27 academic year.

Students who have successfully completed the previous class at a recognised school will also be exempt from the new age criteria when moving to the next higher class, as specified in the government resolution.

These exemptions are intended to prevent the policy change from disrupting the education of children who are already progressing through the existing school structure. Parents whose children are currently enrolled should confirm their circumstances with their schools rather than assuming that the new admission rules will affect their child’s ongoing studies.

Limited Relaxation in Age Requirements

The government resolution also permits school heads to grant a relaxation of up to 15 days in the minimum and maximum age limits for admissions from nursery to Class 1.

This provision allows limited flexibility in eligible cases. However, it should not be interpreted as an automatic extension for every applicant. Parents should check with the school authorities to understand whether the relaxation applies to their child and what documentation may be required.

The Directorate of Primary Education in Pune is expected to issue further instructions and guidelines for implementing the revised admission criteria.

What Parents Should Do Before Applying

Parents planning school admissions from 2027–28 onwards should keep the new timeline in mind. They should verify the child’s date of birth, the applicable minimum-age requirement and the June 30 cut-off date before applying.

Families should also check whether the school follows the relevant state instructions and whether any exemption or permitted age relaxation applies. Since the policy will be introduced in stages, the requirements for a child entering nursery will differ from those for a child seeking admission to Junior KG, Senior KG or Class 1 in later academic years.

The Maharashtra government’s decision establishes a gradual transition towards a six-year minimum age for Class 1 admission from 2030–31. With the first changes scheduled for nursery admissions in 2027–28, parents and schools have several years to prepare for the new framework. The final implementation details should be confirmed through official government resolutions and subsequent departmental guidelines.

Parents should therefore check their child’s date of birth against the applicable age requirement before submitting an admission application.
