A recent study by the Tata Institute of Social Sciences has highlighted significant staffing challenges in schools across several parts of India. The study examined schools across 10 states and found shortages of teachers in several important academic subjects, including mathematics, science, English and regional languages.
According to the findings reported from the study, 35 percent of the surveyed schools faced shortages of mathematics and science teachers. English teacher shortages were reported in 31 percent of schools, while 30 percent reported shortages of teachers for regional languages. The findings point to continuing challenges in ensuring that schools have teachers with appropriate subject expertise.
The study covered schools in Maharashtra, Uttar Pradesh, Karnataka, Telangana, Assam, Bihar, Chhattisgarh, Punjab, Odisha and Mizoram. The findings provide an indication of staffing difficulties across different geographical and educational settings rather than representing every school in the country.
One of the important concerns highlighted by the study is the mismatch between teachers' academic qualifications and the subjects they are teaching. The report found that only 51 percent of mathematics teachers surveyed had studied mathematics at the undergraduate level. This suggests that a substantial proportion of teachers handling mathematics may not have specialised in the subject during their undergraduate education.
Subject specific expertise is particularly important in mathematics and science because students encounter increasingly complex concepts as they progress through higher classes. When schools do not have enough specialised teachers, existing staff may have to take additional classes or teach subjects outside their primary area of academic training.
The report also points to recruitment and staffing challenges. Government schools were reported to face recruitment delays and staffing difficulties, with 33 percent reporting such challenges. Private schools were found to recruit more quickly but faced higher levels of teacher attrition, particularly in rural areas.
Teacher availability is an important factor in maintaining the quality and continuity of classroom instruction. A shortage of teachers can increase the workload of existing staff and make it difficult for schools to provide subject specific instruction. It can also contribute to situations where one teacher is responsible for students from different grades or teaches multiple subjects.
The issue of multi grade classrooms is another concern associated with teacher shortages. In a multi grade classroom, a single teacher may have to manage students from different grades at the same time. Such classrooms require additional planning and classroom management skills because students may have different learning levels, textbooks, assignments and academic requirements.
The TISS findings are particularly relevant in the context of India's ongoing efforts to improve learning outcomes and strengthen school education. Ensuring adequate numbers of qualified teachers remains an important requirement for implementing curriculum reforms and providing students with consistent classroom instruction.
Teacher qualification is also closely connected to the quality of subject teaching. While a teacher may have the required professional qualification to work in a school, subject specific academic preparation can provide a stronger foundation for explaining concepts and responding to students' questions. The finding that only 51 percent of surveyed mathematics teachers had studied mathematics at undergraduate level therefore raises questions about subject preparedness.
The staffing situation can vary considerably between government and private schools as well as between urban and rural areas. Recruitment processes, availability of qualified candidates, teacher retention and working conditions can all influence whether schools are able to maintain stable teaching staff.
Rural schools can face additional difficulties when qualified teachers are reluctant to accept or continue in positions located far from major urban centres. Even when vacancies are filled, retaining teachers over a longer period can remain a challenge. The study's findings on recruitment delays and teacher attrition underline the need to examine both recruitment and retention rather than focusing only on the number of vacancies.
The shortage of language teachers also deserves attention. English continues to be an important subject for students seeking higher education and employment opportunities, while regional language instruction remains essential for learning in local contexts. A shortage of teachers in either area can affect students' ability to develop language skills effectively.
The findings also come at a time when India's school education system is undergoing significant changes. The National Education Policy has placed emphasis on foundational literacy and numeracy, multidisciplinary learning and improving the quality of teaching. These objectives require schools to have sufficient numbers of teachers with appropriate subject knowledge and professional preparation.
The TISS research therefore highlights a gap between broader education goals and the staffing realities faced by some schools. Improving teacher availability may require faster recruitment processes, better workforce planning and measures to retain qualified teachers in schools where shortages are persistent.
The report does not suggest that every school in India faces the same level of shortage. Instead, the findings from the surveyed states highlight specific staffing problems that education authorities may need to address. Differences between states, districts, school management types and rural and urban locations are important when interpreting the results.
The study also reinforces the importance of regularly monitoring teacher vacancies and subject wise staffing. A school may have an adequate overall teacher count while still facing a shortage in a particular subject. For example, having sufficient teachers overall does not necessarily solve a mathematics or science teacher vacancy if the available teachers do not have the required subject expertise.
Addressing these gaps could help reduce excessive workloads for existing teachers and improve the consistency of classroom instruction. It could also reduce the need for schools to combine grades or assign teachers to subjects outside their areas of specialisation.
The findings from the TISS study underline the continuing importance of teachers in India's school education system. While infrastructure, technology and digital learning resources have expanded, effective classroom teaching still depends heavily on the availability of qualified and appropriately trained teachers.
For policymakers and education authorities, the report provides evidence of areas that may require closer attention. Recruitment delays, subject specific vacancies, qualification mismatches and teacher retention all need to be considered when planning the school education workforce.
The broader challenge is to ensure that students, regardless of their location or type of school, have access to teachers who are adequately qualified in the subjects they teach. The TISS findings indicate that strengthening teacher recruitment, improving subject preparedness and reducing staffing gaps could remain important priorities for improving the quality of school education in India.
