Indian Railways Revises VDA Rates for Contract Workers
The Ministry of Railways has directed railway authorities to implement revised Variable Dearness Allowance rates for eligible contract workers with effect from October 1, 2026. The Railway Board issued the instructions after referring to the Labour Bureau’s revised VDA order dated September 30, 2026.
The revision affects workers employed in several categories covered by the Central Government’s minimum wage framework. These include agriculture, construction and maintenance, certain mining activities, sweeping and cleaning, watch and ward duties, and loading and unloading operations.
The Railway Board has also instructed railway authorities to ensure that contractors comply with applicable labour regulations and pay workers the prescribed minimum wages.
What Is the Variable Dearness Allowance
Variable Dearness Allowance, commonly known as VDA, is an inflation-linked component of minimum wages. It is revised periodically to account for changes in the cost of living, using movements in the Consumer Price Index for Industrial Workers.
The purpose of the revision is to help eligible workers maintain their purchasing power as prices change. When the VDA component is revised, the total minimum wage payable to a worker may also change.
The applicable amount is not the same for every worker. It depends on the employment category, skill level and classification of the area where the work is performed. Therefore, workers should check the applicable rate for their specific job and location rather than assume that a single revised wage applies nationwide.
Which Categories of Workers Are Covered
According to the Railway Board’s instructions, the revised VDA rates cover several categories of employment under the relevant Central Government minimum wage framework.
These include agricultural workers and workers engaged in construction or maintenance of roads, runways and buildings. The coverage also includes certain underground cabling work, electric lines, water supply lines and sewerage pipelines.
Other covered categories include workers employed in specified mines, sweeping and cleaning activities, and watch and ward duties performed with or without arms. Loading and unloading workers at railway goods sheds and parcel offices are also included, along with specified work at warehouses, docks, ports and airports.
The exact rate applicable to an individual worker depends on the relevant employment classification and the official wage schedule.
Revised Minimum Wages for Construction Workers
The revised daily minimum wages for construction and maintenance workers vary according to skill level and area classification. The rates below include basic wages and the applicable VDA.
| Skill categoryArea AArea BArea C | |||
| Unskilled | ₹840 | ₹704 | ₹565 |
| Semi-skilled or unskilled supervisory | ₹933 | ₹794 | ₹661 |
| Skilled or clerical | |||
| ₹1,024 | ₹933 | ₹794 | |
| Highly skilled | ₹1,111 | ₹1,024 | ₹933 |
These figures apply to the specified construction and maintenance employment category under the Central Government wage framework. They should not be treated as universal rates for every construction worker in India.
Revised Minimum Wages for Agricultural Workers
Agricultural workers covered by the relevant central minimum wage schedule will also receive revised rates from October 1, 2026.
| Skill categoryArea AArea BArea C | |||
| Unskilled | ₹537 | ₹491 | ₹486 |
| Semi-skilled or unskilled supervisory | ₹587 | ₹539 | ₹496 |
| Skilled or clerical | ₹637 | ₹587 | ₹538 |
| Highly skilled | ₹705 | ₹655 | ₹587 |
These are daily minimum wage rates, including basic wages and VDA, for the specified agricultural employment category. The applicable area classification must be checked before determining the wage payable to a particular worker.
Rates for Security and Other Workers
The revision also covers eligible workers performing watch and ward duties. For workers undertaking security duties without arms, the daily minimum wage is ₹1,024 in Area A, ₹933 in Area B and ₹794 in Area C.
For watch and ward duties performed with arms, the corresponding rates are ₹1,111, ₹1,024 and ₹933 a day.
Workers engaged in specified loading and unloading activities, mining work, and sweeping and cleaning are covered by their respective wage schedules. Their applicable rates may differ from those listed for agricultural or construction workers.
Workers should consult the relevant official schedule to confirm the amount applicable to their occupation and location.
What Railway Authorities and Contractors Must Do
The Railway Board has directed railway authorities to ensure that contractors comply with the applicable labour requirements and arrange payment of prescribed minimum wages to contract workers.
As the principal employer, the Railways is required to ensure compliance with the relevant provisions referred to in the order. Contractors must therefore check the revised wage rates and apply the correct amounts to eligible workers from the effective date.
Contract workers who believe they are being paid less than the applicable minimum wage can check their employment category, skill classification and area classification against the official schedule. They can also seek clarification from the relevant railway administration or labour authorities.
