Opposition leaders accused the Chief Election Commissioner of failing to protect the impartiality of the electoral process and alleged that his actions were favouring the BJP-led central government.

The Opposition INDIA bloc organised a symbolic public impeachment programme against Chief Election Commissioner Gyanesh Kumar in New Delhi on October 31. The programme was held as part of the alliance's campaign over alleged irregularities in electoral rolls and concerns surrounding the Special Intensive Revision exercise. Opposition leaders accused the Chief Election Commissioner of failing to protect the impartiality of the electoral process and alleged that his actions were favouring the BJP-led central government.

The programme took place at the official residence of Congress president Mallikarjun Kharge at 10 Rajaji Marg in New Delhi. It was organised a day before the INDIA bloc's major public rally scheduled at Ramlila Maidan on November 1. The event was designed in the format of a mock parliamentary proceeding to present the Opposition's allegations and demand accountability from the Election Commission.

Former Lok Sabha Speaker Meira Kumar Presides

Former Lok Sabha Speaker Meira Kumar presided over the symbolic proceedings. Congress president Mallikarjun Kharge initiated the programme by moving the motion against Chief Election Commissioner Gyanesh Kumar. Several Opposition leaders and representatives from different political parties participated in the event.

Congress leader and Leader of the Opposition in the Lok Sabha Rahul Gandhi was scheduled to deliver the concluding remarks. Around 21 Opposition parties were expected to participate, with approximately 30 speakers representing political parties, civil society groups and organisations connected with concerns over the voter list revision exercise.

The programme followed a parliamentary-style format, with speakers presenting their views and allegations against the Chief Election Commissioner. The Opposition intended to use the event as a public platform to explain its objections to the Election Commission's handling of electoral procedures.

Why Did the INDIA Bloc Organise the Programme?

The main reason behind the programme was the Opposition's criticism of the Special Intensive Revision, commonly known as SIR, of electoral rolls. The Election Commission is conducting the exercise to review and update voter registration records.

The revision process involves identifying entries that may require correction, including duplicate registrations, deceased voters and individuals who have shifted their residences. The objective is to maintain accurate electoral rolls before elections.

However, Opposition parties have raised concerns about the implementation of the exercise. They have alleged that eligible voters could be removed from electoral lists and questioned whether sufficient safeguards are in place to prevent genuine voters from losing their voting rights.

The INDIA bloc has also accused the Election Commission of failing to address complaints and provide adequate transparency regarding the revision process. The Opposition believes that the preparation of electoral rolls must be conducted in a fair and impartial manner to maintain public confidence in elections.

These allegations have become a major point of disagreement between the ruling BJP and Opposition parties. The Election Commission has defended its procedures, while Opposition leaders continue to demand explanations and accountability.

Opposition Demands Action Against the Chief Election Commissioner

The INDIA bloc has been demanding the resignation of Chief Election Commissioner Gyanesh Kumar over its allegations concerning the electoral process. Opposition leaders have questioned his handling of the SIR exercise and raised concerns about the independence of the Election Commission.

The Opposition's criticism has also included allegations that the Commission's decisions have benefited the ruling party. These are political allegations made by Opposition leaders and should not be considered established findings unless confirmed through an appropriate legal or official process.

Earlier, Opposition parties had submitted notices seeking the removal of the Chief Election Commissioner through Parliament. However, previous notices were rejected by the presiding authorities of both Houses. The latest symbolic programme was intended to keep the issue in public discussion and demonstrate the alliance's demand for action.

Why Was the Programme Postponed?

The public impeachment programme was initially planned for October 30. However, heavy rainfall in New Delhi led the INDIA bloc to postpone the event by one day.

Congress leader Rahul Gandhi announced the postponement after discussions among Opposition leaders. The decision was taken to avoid inconvenience to senior political leaders and other participants who were expected to attend the programme.

The organisers subsequently confirmed October 31 as the revised date. The venue was also changed to Mallikarjun Kharge's residence after the alliance faced difficulties securing permission to conduct the programme at other proposed locations.

The decision to hold the programme at Kharge's residence allowed Opposition leaders to proceed with their symbolic event before the larger rally scheduled for the following day.

November 1 INDIA Bloc Rally at Ramlila Maidan

The symbolic programme is closely connected to the INDIA bloc's planned rally at Ramlila Maidan on November 1. The alliance has invited political leaders, party workers, students, women, young people and members of civil society to participate.

The rally is expected to focus on the slogan Vote Bachao, Desh Bachao and the Opposition's concerns about alleged vote theft and electoral roll irregularities. Rahul Gandhi has also appealed to the public to join the march towards Ramlila Maidan.

The alliance aims to bring together leaders and supporters from different states to raise questions about electoral transparency and voting rights. Several Opposition parties are expected to use the gathering to explain their position on the Special Intensive Revision and demand accountability from the Election Commission.

Difference Between Symbolic and Constitutional Impeachment

It is important to understand that the public impeachment programme organised by the INDIA bloc was symbolic. It was not an official constitutional impeachment or a legally recognised proceeding to remove the Chief Election Commissioner from office.

The removal of a Chief Election Commissioner follows a specific constitutional and parliamentary procedure. A formal removal process requires the necessary support in Parliament and must follow the applicable legal provisions.

The October 31 programme was instead organised as a mock parliamentary exercise to present the Opposition's allegations before the public. It has no independent legal authority to remove the Chief Election Commissioner.

The event highlights the growing political disagreement over electoral roll revisions and the functioning of the Election Commission. While the INDIA bloc continues to demand action against Gyanesh Kumar, the Election Commission has defended its role in maintaining electoral records.

With the symbolic programme completed on October 31, attention has now shifted to the INDIA bloc's November 1 rally at Ramlila Maidan. The gathering is expected to bring the Opposition's concerns over voter list revisions, electoral transparency and voting rights into further public discussion.

The INDIA bloc has also accused the Election Commission of failing to address complaints and provide adequate transparency regarding the revision process.
