Prime Minister Narendra Modi will chair a two day Chintan Shivir with Union ministers on September 23 and 24 at Seva Teerth in New Delhi. The meeting is being held as part of a broader review of the government’s functioning and priorities for the next phase of its current term.
The Chintan Shivir is designed as a brainstorming and review exercise involving the Union Council of Ministers. According to reports, the discussions will focus on governance, implementation of government programmes, reforms, coordination between ministries and departments, and priorities linked to the long term Viksit Bharat 2047 vision.
The first session is scheduled to begin on Wednesday afternoon at Seva Teerth, which houses the Prime Minister’s Office. A full day session is scheduled for Thursday. Prime Minister Modi is expected to participate in both days of the deliberations. Cabinet ministers, including those who are not coordinating the ministerial groups, are expected to make brief interventions during the discussions.
The Union ministers have been divided into several groups to prepare for the exercise. The broad themes include personal efficiency, effective communication, focused implementation, ministry functioning and engagement with stakeholders. The groups have held preparatory discussions ahead of the main meeting and are expected to contribute presentations and inputs during the Chintan Shivir.
One of the major areas expected to receive attention is the implementation of government schemes and policies. The discussions are intended to review progress, identify areas that require greater coordination and consider measures to improve delivery. Inter ministerial coordination is also expected to be an important component because several government programmes involve multiple departments and agencies.

The current Chintan Shivir follows recent interactions between Prime Minister Modi and Ministers of State. The two day meeting is taking place as the government approaches the halfway point of its third term. There has also been speculation in political circles that the series of review meetings could be connected to a possible Union Cabinet reshuffle. However, there has been no official confirmation that the Chintan Shivir will result in a Cabinet reshuffle. The officially reported focus of the meeting remains governance, policy implementation, reforms, coordination and future priorities.
The exercise is similar in broad format to the Chintan Shivir held by the Union Council of Ministers in October 2021. That earlier meeting focused on governance and policymaking, with ministers making presentations and discussing ways to improve government functioning. The present exercise is expected to follow a thematic approach, with groups of ministers preparing discussions on specific areas.
The September 23 and 24 meetings will therefore provide a platform for the Prime Minister and Union ministers to review ongoing programmes, discuss administrative reforms and examine priorities for the next phase of governance.
