India May Have Enough Plutonium for Up to 225 Nuclear Warheads, US Study Estimates

Independent assessments have placed India’s nuclear arsenal above Pakistan’s estimated stockpile, although the exact numbers remain uncertain because neither country publishes comprehensive details of its nuclear weapons inventory.

A recent US-based assessment has estimated that India may have produced enough military plutonium to support the manufacture of between 140 and 225 nuclear warheads. The assessment also estimates that India may have assembled up to 190 nuclear warheads, highlighting the continued development and modernisation of the country’s nuclear capabilities.

The figures are contained in the 2026 assessment on Indian nuclear weapons published by the Bulletin of the Atomic Scientists. The report estimates India’s military plutonium production and assesses the size of its nuclear arsenal using publicly available information. Since India does not publicly disclose detailed information about its nuclear weapons stockpile, the figures should be understood as independent estimates rather than officially confirmed numbers.

According to the assessment, India may have produced sufficient military plutonium for between 140 and 225 nuclear warheads. The higher figure represents the potential number of warheads that could theoretically be supported by the estimated plutonium inventory, while the estimated assembled stockpile is placed at up to 190 warheads. The distinction between available fissile material and assembled weapons is important because possessing sufficient material does not necessarily mean that an equivalent number of complete nuclear weapons has been produced.

The assessment also points to the addition of warheads associated with newer missile programmes. Recent reporting based on the US assessment said India had more than 160 warheads associated with operational delivery systems, with additional warheads believed to be intended for newer missiles under development or production. This has contributed to the estimate of approximately 190 warheads in the overall stockpile.

The report comes as India continues to modernise its nuclear forces. Its strategic capabilities include land-based missile systems, nuclear-capable aircraft and sea-based platforms. The assessment says several new weapon systems have entered service in recent years, while additional systems are under development. These developments are expected to influence the size and structure of India’s nuclear arsenal in the coming years.

India’s sea-based nuclear capability is also an important part of its strategic posture. Nuclear-powered ballistic missile submarines provide a potential second-strike capability, allowing a country to maintain nuclear forces that are more difficult for an adversary to locate and target. India has been developing its nuclear submarine fleet and submarine-launched ballistic missile capabilities as part of its broader strategic deterrence programme.

The assessment also highlights continued production of nuclear materials. The availability of military plutonium is one of the major factors considered when estimating the potential size of a nuclear arsenal. However, the actual number of nuclear weapons a country can assemble depends on several other factors, including warhead design, weaponisation capacity, delivery systems and operational requirements.

The study also indicates that India’s nuclear weapons programme is continuing to evolve as newer delivery systems are introduced. The development of advanced missiles and sea-based platforms could result in additional warheads being required in the future. As a result, the report expects India’s nuclear stockpile to grow further if these programmes continue to progress.

The estimates have also renewed attention on the nuclear balance in South Asia. Therefore, independent organisations use satellite imagery, government statements, technical studies, historical production data and other open-source information to develop estimates.

The latest assessment therefore provides an estimate of India’s nuclear capabilities rather than a confirmed inventory. Its projection that India may have enough military plutonium for up to 225 warheads, along with an estimated assembled stockpile of up to 190 warheads, indicates that India’s nuclear programme remains focused on maintaining and modernising its strategic deterrent.
