Market watchers suggested that IBM may need to accelerate its AI-driven transformation strategy to reassure investors and maintain its market position.

IBM (International Business Machines Corporation) shares experienced a dramatic decline on Monday, dropping 13.2%, their steepest single-day fall in more than 25 years. This decline came after artificial intelligence startup Anthropic revealed that its Claude Code tool can automate upgrades for COBOL, a legacy programming language that continues to run critical systems on IBM platforms. According to Reuters, the last comparable single-day decline occurred on October 18, 2000, highlighting the unusual severity of Monday’s market reaction.

The fall comes amid broader investor concerns over IBM’s reliance on older technology infrastructures. COBOL, developed in the 1960s, underpins a range of financial, government, and enterprise systems. Modernizing COBOL has historically been a labor-intensive process, requiring large teams of specialized consultants to map workflows and update legacy code—a process that can take months or even years. Anthropic’s Claude Code promises to automate these labor-intensive phases, significantly reducing costs and timelines for organizations planning COBOL modernization.

While Claude Code represents a technological breakthrough, the market interpreted the announcement as a potential threat to IBM’s revenue from consulting and modernization services. Analysts noted that IBM derives a significant portion of its earnings from maintaining and upgrading legacy systems. With automation tools now able to handle the analysis and mapping of COBOL programs, IBM’s traditional consulting revenue could face downward pressure. This disruption has contributed to the 27% decline in IBM shares in February, placing the company on track for its worst monthly performance since at least 1968, based on Bloomberg data.

Investors also considered the broader implications for IBM’s strategic positioning. The company has been emphasizing cloud computing, AI integration, and hybrid infrastructure in recent years to offset declining revenues from legacy systems. However, innovations like Claude Code highlight the growing competition in enterprise automation and AI-driven software tools. Market watchers suggested that IBM may need to accelerate its AI-driven transformation strategy to reassure investors and maintain its market position.

Industry experts highlighted that the significance of Claude Code is twofold: it not only modernizes COBOL efficiently but also showcases the increasing impact of AI in enterprise IT services. Competitors offering AI-based modernization tools may further disrupt traditional IT consulting revenue models, creating challenges for legacy technology firms like IBM.

Despite the current stock decline, some analysts remain cautiously optimistic about IBM’s long-term prospects, citing its diversified technology portfolio, ongoing AI initiatives, and enterprise client base. However, the near-term outlook remains volatile, with IBM needing to address investor concerns and demonstrate value in a rapidly evolving technology ecosystem.
