His appeal was made ahead of the November 1 rally, which the Opposition alliance plans to use to raise concerns about electoral processes and the functioning of the Election Commission.

The Delhi Police has granted permission for the INDIA bloc to organise a rally at Ramlila Maidan in the national capital on November 1. However, the proposed march from the Connaught Place and Minto Road junction to the rally venue has not received clearance. The development comes after Congress leader and Leader of the Opposition in the Lok Sabha Rahul Gandhi invited people to participate in the march and the public meeting.

According to reports, the police has approved the gathering at Ramlila Maidan but has not received a formal request for the proposed march. Senior police officials from the New Delhi and Central districts said that their respective offices had neither been approached nor informed about the planned procession. The officials also said that the situation was being monitored and that necessary measures would be taken as required.

Permission Granted for Ramlila Maidan Rally

The rally is scheduled to take place at Ramlila Maidan on November 1. Delhi Police had earlier clarified that it had not withdrawn the permission granted for the event. The venue was booked for the organisers from October 25 to November 3, while the rally itself was scheduled between 10 am and 5 pm.

The police clearance is subject to conditions intended to maintain public order and ensure the safety of participants. Organisers have been asked to ensure that the gathering remains peaceful and that participants follow the instructions issued by the authorities. The conditions also include arrangements for crowd management, security and traffic coordination.

Proposed March from Connaught Place

The issue surrounding the march came into focus after Rahul Gandhi announced that participants would walk from the Minto Road junction near Connaught Place towards Ramlila Maidan. The proposed route was expected to pass through Ajmeri Gate before reaching the rally venue.

Gandhi invited political party representatives, civil society members, journalists and other citizens to join the programme. His appeal was made ahead of the November 1 rally, which the Opposition alliance plans to use to raise concerns about electoral processes and the functioning of the Election Commission.

However, Delhi Police officials said that no formal application had been submitted for the proposed march. They also clarified that neither the New Delhi district police nor the Central district police had received prior information about the procession. Therefore, the permission granted for the Ramlila Maidan rally should not be understood as automatic approval for a march through the city.

Opposition's Concerns Over Electoral Roll Revision

The INDIA bloc's rally is part of its wider campaign against the Special Intensive Revision, commonly known as SIR, of electoral rolls. Opposition parties have raised concerns about the exercise and questioned the manner in which voter lists are being reviewed.

The alliance has also demanded the resignation of Chief Election Commissioner Gyanesh Kumar. Opposition leaders have alleged that the Election Commission's actions have raised questions about the fairness and transparency of the electoral process. These are political allegations made by the Opposition, and the rally is expected to provide a platform for its leaders to present their position.

The INDIA bloc has been seeking to bring together leaders and supporters from different political parties and sections of society to highlight these concerns. The November 1 gathering is expected to be an important public event in the alliance's campaign.

Police Focus on Security and Crowd Management

The Delhi Police has placed conditions on the rally to ensure that the event takes place peacefully. The organisers are expected to coordinate with the police and other relevant authorities on security, traffic arrangements and crowd management.

The conditions also require the event to conclude by 5 pm. Participants are not permitted to stay overnight at Ramlila Maidan before or after the rally. Organisers have also been instructed to ensure that no march is carried out to any location outside the approved venue. These conditions are intended to prevent disruption and maintain public order during the gathering.

The police have not given a final public clarification on how they would respond if participants attempt to proceed with the proposed march without the necessary clearance. Officials have said that the situation is being monitored and that appropriate steps will be taken depending on developments.

Rally to Proceed Amid Permission Questions

The permission for the Ramlila Maidan rally means that the INDIA bloc can hold its planned public meeting at the designated venue, subject to the conditions imposed by the authorities. However, the proposed march from Connaught Place remains a separate issue because the police say that no formal request was received for it.

The distinction between permission for a rally and permission for a procession is important for organisers and participants. While the gathering has received clearance, the route and movement of people through different parts of central Delhi remain subject to police regulations.

With the event scheduled for November 1, the INDIA bloc's rally is likely to draw attention to its demands concerning the Election Commission and the revision of electoral rolls. The police will also have to manage security and public movement around the venue. The organisers are expected to follow the conditions attached to the permission and coordinate with the authorities to avoid any law-and-order issues.

Opposition leaders have alleged that the Election Commission's actions have raised questions about the fairness and transparency of the electoral process.
