In West Bengal, Mallick's candidature comes against the backdrop of a major political shift following the BJP's Assembly election victory.

The Bharatiya Janata Party has announced Dinesh Arya as its candidate for the upcoming Rajya Sabha election from Uttarakhand and Rukmini Mallick, popularly known as Koel Mallick, as its candidate for the Rajya Sabha by election in West Bengal.

The BJP Central Election Committee approved the two names on October 4. The nominations have attracted political attention because the two candidates come from different backgrounds. Arya is a long time BJP organiser from Uttarakhand, while Mallick is a prominent Bengali film actor who recently moved from the Trinamool Congress to the BJP.

In Uttarakhand, Dinesh Arya has been selected for the Rajya Sabha election. Reports describe him as a senior BJP organisation worker from the Nainital region. He has previously served as the Nainital district BJP president and has held responsibilities within the state organisation. He has also served in an official position linked to the state government.

Arya's selection has also been discussed in the context of social representation within the BJP. He is identified in several reports as a Scheduled Caste leader. His nomination has therefore been viewed by political observers as an indication of the party's emphasis on Dalit representation in Uttarakhand. However, the BJP has not officially described his nomination solely in terms of electoral calculations or caste outreach.

The decision comes amid political debate in Uttarakhand, including controversy surrounding recent events in Haldwani. Congress leaders have raised questions about the BJP's political approach in the state, while BJP leaders have rejected allegations of involvement in controversies surrounding the party and its workers. Arya's nomination has consequently received additional attention in the state's political discourse.

The BJP has also announced Rukmini Mallick as its candidate for the Rajya Sabha by election in West Bengal. Mallick is popularly known as Koel Mallick and is a well known Bengali film actor. She had earlier been nominated to the Rajya Sabha by the Trinamool Congress and took oath as a member on April 6, 2026.

Mallick's tenure as a TMC Rajya Sabha member was short. She resigned from the Upper House on July 16, 2026. Her resignation created the vacancy that has now led to the Rajya Sabha by election in West Bengal. The BJP subsequently announced her as its candidate and she formally joined the party on October 5.

Following her entry into the BJP, Mallick said she would be honoured to serve in Parliament and work for the welfare of the people. Her move represents a significant change in her political affiliation, particularly because she had previously entered Parliament as a TMC nominee only a few months earlier.

Mallick's nomination has attracted considerable attention in West Bengal because of her public profile in Bengali cinema and her recent association with the TMC. The BJP's decision to nominate a familiar public figure is being closely watched as the party seeks to consolidate its political position in the state following the 2026 Assembly election. The BJP won 207 of the 293 Assembly constituencies for which results were declared, according to Election Commission data.

The West Bengal Rajya Sabha contest is also linked to the political developments following the Assembly election. The TMC has faced internal political changes, while the BJP has emerged as the largest political force in the state Assembly. Mallick's move from the TMC to the BJP has therefore added another layer to the state's evolving political landscape.

The two nominations also demonstrate the different approaches taken by the BJP in Uttarakhand and West Bengal. In Uttarakhand, the party has selected an experienced organisational figure with a background in state politics. In West Bengal, it has chosen a prominent actor who recently entered the BJP after serving briefly as a TMC Rajya Sabha member.

The Rajya Sabha is a permanent House of Parliament, with members generally serving six year terms and approximately one third of its members retiring every two years. Members from states are elected by elected members of the respective state legislative assemblies through the prescribed electoral process.

The upcoming elections will therefore determine representation in the Upper House while also carrying political significance for the parties involved. In Uttarakhand, the BJP's candidate selection comes as the party prepares to retain its influence in the state. In West Bengal, Mallick's candidature comes against the backdrop of a major political shift following the BJP's Assembly election victory.

The BJP's announcement has also been interpreted by political observers as part of its effort to strengthen its representation across different sections of society and make use of candidates with organisational or public appeal. Such interpretations, however, are political assessments rather than officially stated reasons for the nominations.

For Dinesh Arya, the Rajya Sabha nomination represents a move from state level party organisation to a possible national legislative role. His experience within the Uttarakhand BJP could be relevant if he is elected to Parliament. His nomination has also brought attention to the representation of Scheduled Caste leaders within the party's political structure.

For Rukmini Mallick, the nomination marks another major development in a short political career. Her transition from TMC Rajya Sabha member to BJP candidate has made her one of the most closely watched candidates in the upcoming West Bengal contest. Her background in Bengali cinema could also give her a high public profile beyond traditional political circles.

The Rajya Sabha election schedule has added urgency to the political developments. Reports indicate that polling for the relevant contests is scheduled for October 16, 2026. The election process includes the filing and scrutiny of nominations before the polling date.

The BJP's candidate announcements are therefore significant not only because of the individual profiles of Arya and Mallick but also because they reflect the party's preparations for the next phase of parliamentary politics. The selections have generated discussion about representation, political transitions and the BJP's strategy in two states with different political environments.

In Uttarakhand, Arya's organisational experience and Scheduled Caste background are expected to remain important aspects of political discussion around his candidature. In West Bengal, Mallick's recent departure from the TMC and entry into the BJP are likely to remain central to the debate surrounding her candidature.

The two nominations also highlight how Rajya Sabha elections can involve candidates with different political profiles. While some candidates rise through long years of party organisation, others enter the political arena with a strong public or professional profile.

As the October 16 election approaches, attention will remain focused on the nomination process, the responses of rival parties and the wider political significance of the two contests. The final outcome will depend on the prescribed electoral process and the voting by members of the respective state legislatures.

For now, the BJP has formally positioned Dinesh Arya in Uttarakhand and Rukmini Mallick in West Bengal as its candidates. Their nominations have added fresh political interest to the upcoming Rajya Sabha elections and are expected to remain an important topic in the political discourse of both states.

As the October 16 election approaches, attention will remain focused on the nomination process, the responses of rival parties and the wider political significance of the two contests.
