Chhattisgarh Chief Minister Vishnu Deo Sai has secured investment commitments and proposals worth Rs 43,600 crore during his recent visit to Singapore, according to a statement issued by the Chief Minister’s delegation.
The four day visit took place from October 3 to October 6, during which Sai participated in the inaugural Singapore India Network for Growth Forum 2026. Chhattisgarh was one of the two Indian states nominated by the Ministry of External Affairs to participate in the inaugural forum. The event brought together government representatives, business leaders and investors to explore opportunities for greater economic cooperation between Singapore and Indian states.
The biggest investment commitment announced during the visit is a proposed Rs 41,750 crore AI ready data centre campus in Chhattisgarh. Singapore headquartered Energy Capital Global has proposed developing the 100 MW facility. The project is expected to strengthen the state’s digital infrastructure and create opportunities in areas connected with artificial intelligence, data processing and advanced technology.
The proposed data centre represents the largest component of the total investment commitments announced during the Chief Minister’s Singapore visit. However, the amount should be understood as an investment commitment or proposal rather than an investment that has already been fully implemented.
Chhattisgarh also received an Invitation to Invest worth Rs 1,500 crore from Sunstream Green Energy for a proposed 300 MW solar power project with battery storage. The project is expected to support the state’s renewable energy ambitions while adding energy storage capacity.
Another proposal came from Valency International, a Singapore based global agribusiness company. The company received an Invitation to Invest worth Rs 350 crore for an integrated agro and food processing and export hub in Chhattisgarh. According to the state government, the proposed facility will help develop a farm to market value chain and create opportunities for agricultural producers and food processing businesses.
The proposed agro processing hub is expected to focus on products including cashew, sesame, pulses and groundnut. Valency International operates across multiple countries and has a presence in the global agribusiness sector. The investment proposal could therefore provide opportunities to connect Chhattisgarh’s agricultural production with international markets.
An important component of the visit was the focus on skill development. Chhattisgarh signed a memorandum of understanding with ITE Education Services in Singapore to strengthen technical and vocational education and training.
The agreement is intended to support the development of industry aligned curricula and improve pathways from education to employment. The state government said it wants young people in Chhattisgarh to receive modern technical training based on the requirements of emerging industries.
During his visit, Sai also visited an ITE college in Singapore. The state delegation highlighted Singapore’s experience in vocational education and said Chhattisgarh could learn from the country’s approach to industry linked training.
The Chief Minister said that investment and skilled workers need to develop together. According to the state government’s statement, the objective is to ensure that new industries can find suitably trained workers within Chhattisgarh while young people gain access to better career opportunities.
Sai also held discussions with Singapore Foreign Minister Vivian Balakrishnan. The talks covered opportunities to strengthen cooperation between Singapore and Chhattisgarh in areas such as investment, skill development, urban planning and technology.
The Chief Minister also led a CEO roundtable involving representatives of more than 15 global companies. Companies and organisations represented at the discussions included TCS, SMBC, Tolaram Group and Agrocorp. The discussions covered investment and partnership opportunities in technology, banking, agribusiness, aquaculture and food processing.
Sai used the meetings to present Chhattisgarh as an emerging investment destination. He highlighted the state’s natural resources, industrial base, policy environment and potential for new industries.
The state has traditionally been known for its mineral resources and industries linked to mining and metals. However, the government is now seeking to attract investment in newer sectors, including artificial intelligence, digital infrastructure, renewable energy, food processing and technology.
The proposed AI ready data centre is particularly significant because data infrastructure is becoming increasingly important for artificial intelligence and other digital services. A large scale facility could create direct employment as well as opportunities for technology companies, suppliers, startups and other businesses connected with digital infrastructure.
The government also expects investment commitments to create opportunities for small businesses and startups. According to the delegation’s statement, local enterprises could participate as suppliers and service providers for larger international companies entering the state.
The investment drive also included discussions on tourism and green development. Sai met representatives of Gardens by the Bay and Mandai Wildlife Group in Singapore. Discussions with Gardens by the Bay focused on the possibility of applying Singapore’s experience in botanical gardens and urban green spaces to projects in Chhattisgarh.
The state government said the experience could help in developing botanical gardens in Nava Raipur and improving green spaces across the state.
Discussions with Mandai Wildlife Group focused on tourism and wildlife development. The proposed cooperation could help strengthen Nandanvan Jungle Safari in Chhattisgarh and improve its potential as an international tourism destination. The state government described Nandanvan Jungle Safari as Asia’s largest man made jungle safari.
The investment outreach took place at the Singapore India Network for Growth Forum, organised by the Singapore Business Federation. Around 300 government leaders, business representatives and investors attended the forum, according to reports.
The forum was intended to strengthen economic connections between Singapore and Indian states. The participation of Chhattisgarh and Haryana provided an opportunity for both states to present their investment potential directly to Singapore based businesses.
For Chhattisgarh, the Singapore visit represents an effort to move beyond traditional trade relations and attract long term investment partnerships. Sai has said that the state wants to transform its relationship with Singapore from a trading partnership into a broader investment and development partnership.
The proposed investments will still need to progress through the necessary approvals, project development and implementation stages. Investment commitments announced during investor meetings do not automatically mean that the entire committed amount has already been invested.
Nevertheless, the Rs 43,600 crore figure represents a significant set of investment proposals and commitments announced during the Chief Minister’s visit. The proposed projects cover several sectors, including artificial intelligence infrastructure, renewable energy, agriculture, food processing and exports.
The state government has positioned these initiatives as part of its broader strategy to attract global investment, generate employment and diversify the economy.
For young people, the combination of investment and skill development could be particularly important. The government expects new industries to generate demand for workers with skills in artificial intelligence, digital technology, advanced manufacturing, renewable energy and food processing.
The MoU with ITE Education Services is intended to help bridge the gap between vocational education and industry requirements. If implemented effectively, the partnership could strengthen technical training and improve employment pathways for young people in the state.
The Singapore visit therefore combined investment promotion with skill development, technology cooperation, urban planning and tourism discussions. The Chhattisgarh government now faces the task of converting the announced commitments and proposals into operational projects.
The successful implementation of these projects will depend on approvals, financing, infrastructure development and coordination between the state government and investors. If the proposals move forward as planned, they could contribute to Chhattisgarh’s digital infrastructure, renewable energy capacity, agricultural value chains and employment opportunities.
The latest investment announcements underline the state government’s efforts to attract international investors and position Chhattisgarh as a destination for emerging industries. The Rs 41,750 crore AI ready data centre proposal forms the centrepiece of the investment package, while solar energy, food processing and skill development add further dimensions to the state’s Singapore engagement.
