L&T Secures Large Government Construction Orders in New Delhi and Amaravati

Larsen and Toubro (L&T), one of India’s major engineering and construction companies, has secured two large orders for government building projects in New Delhi and Amaravati, Andhra Pradesh. The contracts were awarded to the company’s Public Spaces, Airports and Health business vertical and involve the construction of two Central Secretariat buildings in the national capital and two high-rise office towers in Amaravati.

According to the company’s announcement on October 21, 2026, the orders fall within L&T’s internal large-order category, which covers contracts valued between Rs 2,500 crore and Rs 5,000 crore. The company has not disclosed the individual or combined value of the two contracts.

Common Central Secretariat Buildings in New Delhi

The first order was awarded by the Central Public Works Department (CPWD) for the construction of the Government of India’s Common Central Secretariat buildings 4 and 5 along Kartavya Path in New Delhi.

The two buildings will have a combined built-up area of approximately 32.8 lakh square feet. Each building is planned with a basement, a ground floor and seven additional floors.

L&T will execute the project on an engineering, procurement and construction basis. Its responsibilities include structural work, architectural work, mechanical, electrical and plumbing services, as well as external development.

These elements are essential to delivering functional government office buildings, covering the structural framework, internal building systems and surrounding site infrastructure. The project is scheduled to be completed within 24 months.

Following construction, L&T will also provide operation and maintenance services for five years. This additional responsibility means the company’s role will extend beyond construction and include maintaining the completed facilities during the specified period.

The Common Central Secretariat forms part of the government office infrastructure in New Delhi. The new buildings are intended to provide additional office facilities for government operations in the capital.

Two 47-Storey Office Towers Planned in Amaravati

The second order was awarded by the Government of Andhra Pradesh for the construction of two office towers in Amaravati, the state’s capital region. The towers will be located on either side of the Amaravati Quantum Computing Centre.

The two proposed towers will each comprise a basement, a ground floor and 47 upper floors. Together, they will have a built-up area of approximately 37.5 lakh square feet.

Under the design-and-build contract, L&T’s scope of work includes shell and core construction. Shell-and-core work generally covers the main structural framework and core building elements, while the final scope of fit-outs and other finishing work depends on the terms of the project contract.

The Amaravati project is scheduled for completion within 30 months. Its scale makes it a substantial office development within the state’s planned administrative and technology infrastructure.

The location alongside the Quantum Computing Centre also places the towers within an area associated with the state’s technology development plans. However, the company’s announcement focuses on the construction contract and does not specify the future occupants of the office towers.

What L&T’s Large-Order Classification Means

L&T uses an internal classification system to describe the size of the orders it secures. Under this system, contracts worth between Rs 2,500 crore and Rs 5,000 crore are classified as large orders.

The next categories include major orders, valued between Rs 5,000 crore and Rs 10,000 crore, and mega orders, valued between Rs 10,000 crore and Rs 15,000 crore. Contracts above Rs 15,000 crore fall into the ultra-mega category.

The classification provides an indication of the scale of a contract, but it does not mean that every order in a category has the same value. Since L&T has not announced the precise values of the two new contracts, the exact financial contribution of these projects cannot be calculated from the classification alone.

The projects will add to the company’s order book, which represents work awarded to the business and awaiting execution over time. The pace at which revenue is recognised will depend on project progress, contract terms and applicable accounting standards.

L&T’s Role in Public Infrastructure

L&T operates across engineering, procurement and construction projects, high-technology manufacturing, products and services. Its Public Spaces, Airports and Health business vertical works on facilities and infrastructure projects in India and overseas.

Government building projects require coordination across multiple disciplines, including engineering design, procurement, construction, building services and quality control. Large developments also require careful scheduling and management to meet completion targets.

The Delhi contract includes a five-year operation and maintenance period after construction, while the Amaravati contract has a 30-month completion schedule. Both projects will require coordination with the respective government agencies throughout implementation.

For the authorities involved, the projects represent investment in government office infrastructure. For L&T, the orders add new work in two locations with different construction requirements: a pair of government secretariat buildings in Delhi and two high-rise office towers in Amaravati.

Project Timelines and Outlook

The Delhi project has a planned construction period of 24 months, followed by five years of operation and maintenance. The Amaravati towers have a planned completion period of 30 months.

These timelines are based on the company’s announcement and remain subject to implementation progress and project-specific conditions. Construction schedules can be affected by procurement, site conditions, coordination requirements and other factors.

The orders underline the continuing role of major engineering companies in delivering government and public infrastructure projects. As the work progresses, execution quality, adherence to schedules and effective project management will be important in meeting the requirements of the contracting agencies.

L&T’s announcement confirms that the company has secured both contracts. However, the exact order values and further project-level details have not been publicly disclosed in the announcement.

The projects will add to the company’s order book, which represents work awarded to the business and awaiting execution over time.
