Tata Consultancy Services (TCS), one of India’s leading IT service providers, has implemented an updated deployment policy for 2025 that outlines new rules regarding bench time, billing days, and internal allocations. The move is part of the company's strategic effort to enhance operational efficiency, reduce idle workforce time, and align talent with client demands more effectively.
Under the new guidelines, TCS has reduced the permissible duration an associate can remain on the bench without a billing assignment. Previously, employees could remain unassigned for a longer period, particularly if projects were limited. However, in 2025, the maximum bench time has been capped at 30 to 45 days, depending on the business unit and role. After this period, employees must either be reassigned to a billable project or face intervention by the resource management group (RMG), which could include reskilling, relocation, or performance evaluation.
One of the most notable changes in the policy is the renewed focus on billing readiness. Associates are now expected to maintain skill currency through internal training programs and certifications, especially in high-demand technologies such as cloud computing, cybersecurity, data analytics, and generative AI. The Learning and Development (L&D) teams have been directed to coordinate with delivery heads to ensure employees are ready for deployment in evolving client environments.
Moreover, TCS has revised its approach to internal deployment prioritization. Employees are encouraged to accept internal project allocations aligned with their skill sets and are expected to be flexible with project locations, including tier-2 cities or client sites abroad. Failure to accept suitable assignments may result in escalation to human resources or further review by senior delivery managers.
From a project management perspective, delivery leads have been instructed to streamline the deployment process, reduce allocation delays, and improve communication with the RMG. Teams are now required to provide a 15-day advance forecast of demand to ensure smoother onboarding of resources.
In addition, TCS has introduced monthly utilization audits to monitor how effectively associates are deployed. These audits will review bench numbers, track time spent in training versus active billing, and analyze how quickly resources are redeployed once released from projects. The findings will be used to improve planning and to fine-tune the deployment model.
The policy also places a strong emphasis on performance-linked incentives. Associates who consistently stay billable and adapt quickly to new assignments may be eligible for faster appraisal cycles and internal recognition, reinforcing the culture of accountability.
TCS's new deployment policy reflects the broader trend in the IT industry of increasing productivity, optimizing workforce allocation, and controlling operational costs in a highly competitive market. As global clients continue to expect agile, skilled, and cost-efficient teams, TCS’s proactive steps indicate a shift toward future-ready workforce management practices.
This change is expected to impact thousands of employees, particularly freshers and mid-level professionals, and underscores the importance of adaptability, continuous learning, and proactive career planning in the IT sector today.
