Bihar Chief Minister Samrat Choudhary has announced a major change in the upcoming Teacher Recruitment Examination TRE 4 after sustained protests by job aspirants. Students had been raising several demands, including concerns related to the TRE 4 examination process. The issue gained further attention after aspirants organised protests in Patna. According to reports, two students who had been on hunger strike since August 18 ended their protest after the government agreed to key demands.
Under the latest decision, TRE 4 will be conducted in a single phase. The recruitment examination is being conducted by the Bihar Public Service Commission. The government has also agreed to establish a Special Expert Committee on Examination Reforms. The committee will be headed by a judge of the Patna High Court and will examine concerns related to several competitive examinations. It will also provide a mechanism for students to present their grievances, suggestions and supporting evidence.
The government has announced nine other decisions along with the single phase TRE 4 examination. One of the important measures relates to concerns surrounding the transparency of the 70th Bihar Public Service Commission examination. Issues concerning the timely conduct of examinations by the Bihar Staff Selection Commission will also be considered by the examination reform committee.
The committee will additionally examine issues connected with the recruitment examination for 1,799 sub inspector posts and the Bihar Eligibility Test related to assistant professor recruitment. These matters will be considered along with other examination related concerns, with further action expected after the committee submits its recommendations.
The Bihar government has also decided to initiate necessary action regarding vacant librarian posts in the state. Another proposal concerns contractual employees. A high level committee will examine whether contractual employees should receive marks or additional weightage in recruitment processes and whether a separate quota can be considered under applicable government provisions.
Domicile policy is another major issue included in the government's decisions. The state will examine the possibility of implementing a maximum domicile policy in recruitment processes. Any further action will be taken after considering legal advice and the applicable rules. This means that the issue is still under examination and has not been presented as a final recruitment rule.
The government has also agreed to consider proposals related to the upper age limit in recruitment examinations. These proposals will be placed before the examination reform committee. Transparency in BPSC examinations has received particular attention. The government has agreed to place before the High Court a proposal for a judge led committee to examine mechanisms that could make question papers, OMR sheets and answer books more transparent. Such measures are intended to strengthen confidence among candidates and improve accountability in the examination process.
The government has also stated that investigations into alleged paper leaks in certain BPSC examinations are being conducted by the Economic Offences Unit. The investigations include examinations connected with the Assistant District Agriculture Officer recruitment and sanitary related posts. Further action will depend on the findings of the investigations and the applicable rules.
Another important decision concerns accountability in competitive examinations. The government has reiterated its commitment to transparency, fairness and accountability. It has also decided to withdraw Education Department letter number 162/G dated August 24, 2026.
To improve communication with students, the government has launched a Student Assistance Portal and Student Assistance Camps. Candidates can use these mechanisms to submit complaints and seek assistance regarding examination and recruitment related issues. The government has stated that student grievances submitted through these channels are intended to be addressed within 30 days.
