Investments in highways, rail links, digital networks, and renewable energy systems are seen as essential for sustainable growth and security preparedness.

Union Home Minister Amit Shah on Friday launched the second phase of the Vibrant Villages Programme from Cachar district in Assam, expanding the scope of the Centre’s border area development initiative. The new phase will cover 1,954 villages situated along India’s international borders across 15 states and two Union territories.

The Vibrant Villages Programme is designed to strengthen infrastructure, enhance livelihood opportunities, and improve overall quality of life in remote border villages. These areas are often characterised by difficult terrain, limited connectivity, and restricted access to essential services. By addressing developmental gaps, the government aims to ensure that residents of border regions benefit from economic growth and social welfare schemes.

Speaking at the launch event in Assam, Amit Shah emphasised the importance of securing and developing frontier regions. He stated that border villages should be seen as the first villages of the country rather than the last, underlining the strategic and social significance of these areas. The programme seeks to reduce migration from border regions by creating employment opportunities and improving basic amenities such as roads, electricity, drinking water, healthcare facilities, and educational institutions.

The second phase will expand coverage significantly compared to the initial rollout. Under the programme, selected villages receive focused attention through coordinated planning between central ministries and state governments. Infrastructure projects include road construction, telecommunications connectivity, renewable energy initiatives, and tourism promotion where feasible. Skill development and support for local industries are also key components of the initiative.

Cachar district in Assam was chosen as the launch site for the second phase, reflecting the government’s focus on the northeastern region, which shares international borders with multiple neighbouring countries. The northeastern states play a crucial role in India’s connectivity and security strategy. Enhanced development in these areas is expected to contribute to both regional stability and national integration.

Officials indicated that the implementation framework involves close coordination among various departments to ensure timely completion of projects. Monitoring mechanisms have been put in place to track progress and address challenges faced by remote communities. The government has emphasised community participation, encouraging local residents to take part in planning and development processes.

The expansion of the Vibrant Villages Programme comes amid broader efforts by the Centre to strengthen border infrastructure and improve connectivity in strategically sensitive regions. Investments in highways, rail links, digital networks, and renewable energy systems are seen as essential for sustainable growth and security preparedness.

Analysts note that the programme not only has developmental objectives but also strategic importance. Strengthened infrastructure and economic opportunities can help stabilise border populations and enhance the presence of civic institutions in remote areas. By focusing on inclusive development, the initiative aims to create resilient communities that contribute to national growth.

In conclusion, the launch of the second phase of the Vibrant Villages Programme marks a significant expansion of India’s border area development strategy. With 1,954 villages set to benefit, the initiative seeks to improve infrastructure, generate livelihoods, and reinforce the strategic importance of frontier regions.

By addressing developmental gaps, the government aims to ensure that residents of border regions benefit from economic growth and social welfare schemes.
