Bihar Chief Minister Nitish Kumar has announced a statewide special land measurement drive with the objective of clearing all pending applications by January 31. The move is aimed at improving land administration, reducing delays, and addressing long-standing grievances faced by citizens regarding land measurement and documentation.
Land measurement issues have been a major concern in Bihar, often leading to disputes, delays in development projects, and difficulties in property transactions. To address these challenges, the state government has decided to implement a time-bound and streamlined approach. The special drive is expected to bring greater efficiency and transparency to the land measurement process.
Under the new framework announced by the Chief Minister, applications involving undisputed land will be completed within seven working days. This is intended to ensure that citizens with clear ownership and boundary records receive prompt service without unnecessary delays. For cases involving disputes or complexities, the government has fixed a maximum time limit of eleven working days for completion, ensuring that even contested matters are handled within a defined timeframe.
To strengthen accountability, survey officials have been instructed to upload land measurement reports within fourteen days of completing fieldwork. This digital submission process is expected to reduce paperwork, prevent delays, and allow better monitoring by senior officials. The use of online reporting will also make it easier for applicants to track the status of their cases.
The Chief Minister emphasized that the special drive reflects the government’s commitment to improving public service delivery and resolving land-related issues that directly affect livelihoods, agriculture, and urban development. Land measurement plays a crucial role in property registration, infrastructure projects, and welfare schemes, making timely resolution essential for economic and social progress.
Officials from the revenue and land reform departments have been directed to coordinate closely at the district and block levels to ensure smooth implementation of the drive. Adequate manpower and technical support are expected to be deployed to handle the increased workload during this period. District administrations have also been asked to regularly review progress and address any operational challenges.
The initiative is also expected to help reduce land disputes, which are a common cause of litigation in the state. By ensuring accurate and timely measurements, the government aims to bring clarity to land records and strengthen public confidence in the land administration system.
Experts believe that if implemented effectively, the special drive could significantly improve governance and ease of living in Bihar. Faster land measurement services would benefit farmers, property owners, and investors alike, while also supporting development projects that depend on clear land records.
The government has indicated that lessons learned from this special drive may be used to further reform land management systems in the future. By setting strict timelines and promoting digital reporting, Bihar is taking a step toward more efficient and citizen-friendly land administration.
