Jairam Ramesh Questions Election Commission Accountability Senior Congress leader Jairam Ramesh criticised the Election Commission over the reported discrepancies.

Congress Raises Concerns Over Uttar Pradesh Voter List Discrepancies

The Congress has intensified its criticism of the Election Commission of India following reports of errors in voter lists prepared for the Uttar Pradesh Legislative Council elections. The party has called for an impartial investigation into the discrepancies, demanded accountability from election authorities and sought a halt to the Special Intensive Revision process, commonly known as SIR.

The controversy gained attention after unusual entries were reported in electoral rolls used for elections to graduate and teachers’ constituencies in Uttar Pradesh. Congress leaders argued that errors in voter records could undermine confidence in the electoral process and called for greater transparency in the preparation and verification of voter lists.

Jairam Ramesh Questions Election Commission Accountability

Senior Congress leader Jairam Ramesh criticised the Election Commission over the reported discrepancies. He argued that responsibility for ensuring the accuracy of voter lists rests with the election authorities and should not be shifted entirely to software-related problems.

Ramesh demanded the resignation of Chief Election Commissioner Gyanesh Kumar and called for an independent investigation into the alleged irregularities. He also sought the publication of complete voter data in a machine-readable format, which could help political parties and other stakeholders examine electoral records more effectively.

The Congress has alleged that the discrepancies raise questions about the transparency of the electoral process and the functioning of the Election Commission. However, the party’s allegations of deliberate manipulation and political collusion have not been independently established. They should be distinguished from the reported errors acknowledged by election officials.

Unusual Entries Reported in UP Legislative Council Electoral Rolls

Reports published on October 23, 2026, described unusual names appearing in voter records prepared for the Uttar Pradesh Legislative Council elections. The reported errors included entries that appeared to have been translated incorrectly rather than transliterated into Hindi.

According to The Indian Express, the discrepancies affected 158 entries among approximately 14.81 lakh records across 11 graduate and teachers’ constituencies. The errors reportedly included names that had been converted into phrases with unintended meanings.

Uttar Pradesh Chief Electoral Officer Navdeep Rinwa attributed the problems to a combination of software-related errors and human negligence. The electoral roll preparation process had moved to a digital system, and the reported problems raised questions about the software’s handling of names and the checks carried out before the lists were finalised.

The reported errors demonstrate the importance of checking digital electoral records before elections. However, incorrect translations do not by themselves establish that voter lists were deliberately manipulated. Determining the cause and responsibility requires examination of the affected records and the procedures followed by the officials concerned.

Congress Also Flags Alleged Changes in Pilibhit Voter Records

The dispute over voter list accuracy extends beyond the unusual entries reported in the Legislative Council rolls. On October 21, the Uttar Pradesh Congress alleged large-scale irregularities in the electoral roll for Pilibhit Sadar Assembly constituency.

According to a report by ThePrint based on PTI, Congress leaders claimed that the names of 13,150 voters had been changed while their Electoral Photo Identity Card numbers and serial numbers remained the same. The party also alleged that 884 voters had been deleted despite continuing to live in the constituency and that around 2,600 names had been added for people who allegedly did not reside there.

The Congress said the alleged discrepancies affected more than 16,000 entries and announced that it was compiling booth-level information. Party leaders said they would consider legal options and seek an investigation into the reported changes. These figures represent the party’s allegations and should not be treated as independently verified findings.

The party has also questioned whether similar discrepancies could exist in other constituencies. It has argued that a voter whose name or identifying details are incorrect could face difficulties when attempting to vote, even if the person possesses a voter identity card.

Congress Calls for a Halt to the SIR Process

The Special Intensive Revision is an exercise intended to review and update electoral rolls. The Congress has raised concerns about the process, arguing that significant changes to voter records require transparent procedures, adequate verification and opportunities for affected voters to raise objections.

The party has demanded that the SIR process be halted while the reported discrepancies are examined. It has also sought access to complete electoral data, greater transparency regarding additions and deletions, and independent, time-bound investigations wherever serious irregularities are found.

In a resolution adopted on September 29, 2026, the Congress Working Committee called for the suspension of the SIR exercise and demanded the resignation of Chief Election Commissioner Gyanesh Kumar. The party also sought safeguards for voters whose names had allegedly been removed from electoral rolls.

The Election Commission’s position and the official findings on each allegation are important to establishing what happened in individual cases. The Congress’s demand for a halt to SIR remains a political demand and should not be presented as an order already issued by the authorities.

Why Electoral Roll Accuracy Matters

Accurate electoral rolls are essential for ensuring that eligible citizens can exercise their voting rights. Errors involving names, addresses, identification numbers or duplicate entries can create confusion for voters and election officials.

Digital systems can help process large volumes of records, identify duplicates and streamline updates. However, the recent reports highlight the need for effective quality checks, reliable software and human verification before electoral lists are published. Where errors are found, authorities need clear procedures to correct them and explain the steps taken.

Political parties also have a role in identifying discrepancies and submitting documented complaints. At the same time, allegations of deliberate wrongdoing must be assessed through verifiable evidence rather than political claims alone.

What Happens Next

The Congress has indicated that it will continue to press for an investigation and greater transparency in electoral roll management. The reported software-related errors have also raised questions about the safeguards used when preparing voter lists digitally.

The key issues are whether the affected entries have been corrected, whether eligible voters could be adversely affected, and whether the procedures followed by officials complied with election rules. Any conclusion about deliberate manipulation or political collusion would require evidence from an impartial investigation.

The controversy has renewed the debate over electoral transparency in Uttar Pradesh. The Congress is seeking a halt to SIR and accountability from the Election Commission, while the reported errors in Legislative Council voter lists have been attributed by election officials to software problems and human negligence. Further verified information will be necessary to establish the full extent and causes of the discrepancies.
