An INDIA bloc delegation in Jharkhand has raised allegations of irregularities in the ongoing Special Intensive Revision of electoral rolls, claiming that BJP workers were putting pressure on Booth Level Officers to facilitate the deletion of voters' names through Form 7 applications.
The delegation met Jharkhand Chief Electoral Officer K Ravi Kumar and submitted a memorandum seeking action over the alleged incidents. The INDIA bloc representatives claimed that BJP workers were attempting to influence the electoral roll revision process and raised concerns about the possibility of eligible voters being removed from the voter list.
The allegations have emerged during the Special Intensive Revision of electoral rolls in Jharkhand. The exercise is intended to verify and update voter information and ensure that electoral rolls remain accurate. Booth Level Officers are responsible for carrying out verification at the ground level as part of the process.
Form 7 is used to request deletion of a name from an electoral roll under specified circumstances. Such applications can relate to voters who have died, permanently shifted residence or are otherwise not eligible to remain on a particular electoral roll. However, the submission of a Form 7 application does not automatically result in the deletion of a voter's name.
The Election Commission's procedure requires verification before a voter can be removed. This safeguard is particularly important during an intensive revision exercise because any incorrect deletion could affect an eligible citizen's ability to vote.
The INDIA bloc delegation alleged that BJP workers were using Form 7 applications to target voters and put pressure on officials. The allegations have generated political controversy in Jharkhand, with opposition parties demanding greater scrutiny of the revision process.
Chief Electoral Officer K Ravi Kumar, however, rejected concerns that eligible voters could be secretly removed from the electoral roll. According to reports, he said the Special Intensive Revision process was being conducted transparently and that eligible voters would not be removed without following the prescribed procedure. He also indicated that claims and objections could be checked through the official system.
The controversy has also been linked to developments in Godda district, where several Form 7 applications were reportedly submitted in bulk. An investigation by The Indian Express reported that BJP booth agents had submitted multiple deletion requests in several booths. In one booth in Maheshtikri village, 25 Form 7 applications were reportedly submitted against voters. A separate booth reportedly saw 75 forms being submitted.
The reports prompted concerns among Booth Level Officers and local voters. District election authorities subsequently initiated an inquiry into the disputed applications. Officials said field verification would be carried out to determine whether the deletion requests were legitimate. BLOs were also instructed not to act on questionable forms until the circumstances surrounding them were examined.
The controversy has become politically sensitive because some of the voters named in the disputed applications reportedly belong to minority communities. Opposition parties have alleged that the exercise could disproportionately affect certain groups. The BJP, meanwhile, has rejected allegations of deliberate voter suppression and has raised its own concerns about the conduct of officials in the revision process.
The Election Commission has stressed that Form 7 is a legitimate mechanism available for requesting deletion of names when there are valid grounds. At the same time, the commission's procedures require electoral officials to verify the claims before taking a final decision.
The dispute therefore centres not only on the number of Form 7 applications submitted but also on the circumstances under which they were prepared and submitted. Authorities will have to determine whether the applications were genuine, whether the voters concerned were actually ineligible and whether any procedural violations occurred.
The INDIA bloc has demanded that election authorities closely monitor the revision process and ensure that no eligible voter is removed from the electoral roll. The delegation has also called for action if officials or political workers are found to have violated election rules.
The issue comes at a time when the Special Intensive Revision is being carried out across Jharkhand. The revision process involves verification of voter details and is intended to identify inaccuracies in the electoral rolls. The Election Commission has said the exercise is designed to maintain accurate electoral records while protecting the rights of eligible voters.
The allegations made by the INDIA bloc have added another political dimension to the electoral roll revision in Jharkhand.
