Priyank Kharge Criticises Karnataka Governor Over Incomplete Reading of Government Address

The minister accused the Governor of violating constitutional provisions and established conventions by departing from the prepared address approved by the elected government.

Karnataka Minister Priyank Kharge has strongly criticised Governor Thaawarchand Gehlot for not reading the government’s address in full during the opening session of the state legislature for the year. The minister accused the Governor of violating constitutional provisions and established conventions by departing from the prepared address approved by the elected government.

Speaking to the media on Thursday, Kharge said that the Governor’s address to the legislature is a constitutional formality that reflects the policies, priorities, and vision of the elected government. He argued that any deviation from the approved text undermines the authority of the legislature and disrespects the democratic mandate given to the government by the people.

According to Kharge, the address is drafted by the Council of Ministers and is meant to be presented in full at the beginning of the legislative session. He maintained that the Governor is constitutionally bound to deliver the address as prepared, without omission or alteration. The minister described the incident as a serious breach of constitutional norms and said it could set an unhealthy precedent.

The controversy arose during the first session of the Karnataka legislature this year, when Governor Gehlot reportedly chose not to read certain portions of the government’s address. This led to immediate reactions from ruling party leaders, who questioned the Governor’s role and intent. Congress leaders accused the Governor of acting beyond his constitutional limits.

Kharge emphasised that the Governor functions as a constitutional head and is expected to act on the advice of the elected government in such matters. He said that personal opinions or political considerations should not influence the performance of constitutional duties. According to him, the refusal to read the full address amounts to interference in the functioning of the legislature.

Opposition leaders, however, defended the Governor’s actions, stating that the Governor has the authority to express concerns if certain portions of the address are deemed inappropriate. They argued that the issue should be viewed within the broader context of constitutional checks and balances.

Legal and constitutional experts note that disputes between state governments and governors have occurred in several states in recent years. While the Constitution outlines the Governor’s role, interpretations of these provisions have often led to political disagreements. Experts stress that such matters are best resolved through dialogue and adherence to constitutional conventions.

The incident has added to ongoing tensions between the Congress-led Karnataka government and the Governor’s office. Ruling party leaders said they would raise the issue within constitutional forums and seek clarity to prevent similar situations in the future. They reiterated their commitment to protecting the authority of the legislature and upholding democratic principles.

As the legislative session continues, the political fallout from the incident is expected to remain a topic of discussion both inside and outside the Assembly. The episode has once again brought attention to the delicate balance of power between elected governments and constitutional authorities in India’s federal structure.

The minister described the incident as a serious breach of constitutional norms and said it could set an unhealthy precedent.
