The Chief Minister pointed out that, in many instances, Governors’ terms are curtailed or extended based on political considerations, which can lead to tensions between the state and central governments.

Tamil Nadu Chief Minister M.K. Stalin has reiterated his commitment to seeking constitutional amendments to establish fixed tenures for Governors, calling it essential for the proper functioning of federal democracy in India. In his address at a public meeting, Stalin stressed that arbitrary appointment and removal of Governors undermines state autonomy and creates political instability.

The Chief Minister pointed out that, in many instances, Governors’ terms are curtailed or extended based on political considerations, which can lead to tensions between the state and central governments. “A defined tenure for Governors will strengthen the democratic fabric of our nation and prevent unnecessary interference in state administration,” he said. Stalin argued that the absence of a legally mandated term often results in confusion and delays in decision-making, especially in times of political change at the state level.

He also noted that several legal experts and constitutional scholars have called for reforms to address the lack of clarity in the Constitution regarding Governors’ tenure. Stalin emphasized that Tamil Nadu will continue to advocate at the national level to ensure that this reform is enacted, framing it as a matter of both principle and good governance.

The Chief Minister described the move as part of a broader agenda to uphold democratic accountability and protect the rights and autonomy of state governments. He underlined that Governors, while being constitutional heads, must operate within a clearly defined framework to prevent any misuse of power. By setting a fixed tenure, the state seeks to guarantee fairness, transparency, and predictability in the functioning of gubernatorial offices.

Stalin also referred to past controversies in other states where abrupt changes in the Governor’s office led to administrative uncertainty and political disputes. He said that a constitutional amendment would eliminate such scenarios and provide clarity on the role and responsibilities of Governors.

The Chief Minister concluded his address by reaffirming that Tamil Nadu will not rest until the Constitution is amended to include clear timelines for Governors’ tenures. He called upon other states and political parties to support the initiative, emphasizing that it is a matter of strengthening federalism and ensuring smooth governance across the country.

Legal analysts have noted that amending the Constitution to fix Governors’ tenure will require parliamentary approval and widespread consensus, but they see the initiative as an important step toward reinforcing democratic norms and reducing political arbitrariness.
