Aam Aadmi Party Rajya Sabha Member of Parliament Sanjay Singh has submitted a Rule 267 notice in the Rajya Sabha, seeking a discussion on the nationwide implementation of mandatory E20 petrol. The notice raises concerns about the possible impact of the fuel on vehicle owners and calls for a detailed debate in Parliament regarding its implementation and consumer awareness.
In his notice, Singh questioned the mandatory adoption of E20 petrol, stating that many vehicle owners may not be fully aware of whether their vehicles are compatible with the fuel. He urged the government to clarify its policy and provide comprehensive information regarding the use of E20 petrol, especially for owners of older vehicles.
The AAP leader also expressed concern that the use of E20 petrol in vehicles not specifically designed or certified for it could potentially affect engine performance and fuel efficiency. He argued that consumers should not face unexpected repair costs or reduced vehicle performance because of changes in fuel policy without adequate preparation or public awareness.
While presenting his arguments, Singh referred to a consumer court decision in which a vehicle owner was reportedly granted relief after alleging that the use of E20 petrol had caused damage to the vehicle. According to Singh, the court directed the replacement of the affected vehicle in that particular case. The facts and legal findings of individual consumer cases remain specific to their circumstances and do not automatically apply to all vehicles or consumers.
The Rajya Sabha MP also referred to observations reportedly made by the Attorney General during legal proceedings, where the implementation of E20 fuel was described in the context of an experiment. Singh argued that if such concerns exist, Parliament should discuss the policy in detail before its wider implementation.
Rule 267 of the Rules of Procedure and Conduct of Business in the Rajya Sabha allows members, subject to the Chairman's approval, to seek the suspension of scheduled business in order to discuss a matter considered to be of urgent public importance. Whether the notice is admitted depends on the decision of the Chair.
The Government of India has been promoting ethanol-blended petrol as part of its strategy to reduce dependence on imported crude oil, lower carbon emissions, support domestic ethanol production, and provide additional income opportunities for farmers. Under the National Biofuel Policy, the government has progressively increased ethanol blending in petrol over the past several years.
Government agencies have previously stated that vehicles manufactured in recent years are increasingly being designed to support higher ethanol blends, while automobile manufacturers have issued model-specific compatibility guidelines for consumers. Authorities have also maintained that ethanol blending contributes to environmental sustainability and energy security.
The issue is expected to generate discussion in Parliament as lawmakers examine the balance between environmental objectives, fuel policy, consumer protection, and vehicle compatibility. Any further debate or decision on the matter will depend on parliamentary procedures and the government's response during the ongoing session.
