Opposition MPs Move Calling Attention Notice in Rajya Sabha on State Dues and Pollution

Government sources, however, have maintained that issues related to state finances and pollution are being addressed through policy measures and inter-governmental consultations.

Opposition Members of Parliament in the Rajya Sabha have stepped up pressure on the government during the ongoing Winter Session by submitting Calling Attention Notices on key national issues, including pending financial dues to states and worsening pollution levels across the country. The MPs have demanded that these concerns be discussed on the floor of the House, highlighting what they described as the government’s reluctance to address pressing public issues.

According to the opposition, several states are facing financial strain due to delays in the release of funds by the Centre. They argue that these dues include allocations for welfare schemes, infrastructure development, and social sector programs. Opposition leaders claimed that the lack of timely funds has hampered governance at the state level and adversely affected essential public services. They stressed that the matter deserves urgent parliamentary scrutiny, particularly at a time when states are struggling with rising expenditures.

In addition to financial concerns, the MPs have drawn attention to the persistent problem of pollution, especially in major urban centers. They noted that air and water pollution levels continue to exceed safe limits, posing serious health risks to citizens. The opposition accused the government of failing to implement effective and long-term solutions to curb pollution, despite repeated assurances and policy announcements.

Opposition MPs expressed disappointment that no Calling Attention Motion has been taken up so far during the Winter Session. They argued that such motions are important parliamentary tools that allow members to seek immediate clarification from the government on urgent matters of public importance. The absence of discussions on these notices, they claimed, undermines the role of Parliament as a forum for accountability and debate.

The MPs urged the Rajya Sabha Chair to allow discussions on the submitted notices, emphasizing that both financial federalism and environmental protection are critical issues that directly impact citizens’ lives. They also called for greater transparency in the allocation and release of central funds to states, as well as stronger enforcement of environmental regulations.

Government sources, however, have maintained that issues related to state finances and pollution are being addressed through policy measures and inter-governmental consultations. They argue that adequate platforms already exist for discussions and that the government remains committed to cooperative federalism and environmental protection.

Political analysts note that the opposition’s move reflects broader tensions in Parliament, where disruptions and procedural disputes have limited legislative business during the Winter Session. The Calling Attention Notices are seen as part of the opposition’s strategy to highlight governance issues and hold the government accountable.

As the Winter Session continues, it remains to be seen whether the Chair will allow discussions on the notices. The opposition has indicated that it will continue pressing for debates on state dues and pollution, framing them as urgent national concerns that require immediate parliamentary intervention.
