The Government of India is reportedly examining a proposal to introduce a tax on mobile data usage as part of its efforts to explore new sources of revenue. The idea is currently under discussion and has not yet been implemented.
According to reports the proposal was discussed during a meeting held earlier in 2026 involving Narendra Modi and senior government officials. The meeting focused on identifying new methods through which the central government could strengthen revenue generation while managing increasing public expenditure.
Officials familiar with the matter say that one of the ideas considered during the discussions was a possible taxation system based on daily mobile data usage. If introduced such a policy could potentially affect millions of internet users across the country.
India is currently one of the largest consumers of mobile internet in the world. The availability of affordable data services has significantly increased internet access across urban and rural areas. Low data costs and widespread smartphone adoption have played a major role in the rapid expansion of digital services.
Government officials have reportedly asked the Department of Telecommunications to conduct a detailed study on the feasibility of the proposal. The department has been instructed to evaluate the possible impact of such a tax on telecom companies consumers and the overall digital economy.
The study is expected to analyse multiple aspects including how the tax could be structured how it might be collected and how it could influence internet usage patterns. Officials have also been asked to examine international examples where digital services or internet related activities are taxed.
India digital ecosystem has expanded rapidly over the past decade. Initiatives such as digital payments online education video streaming and e commerce have increased the demand for internet connectivity. Affordable data plans introduced by telecom operators have further accelerated the growth of internet consumption.
Industry experts say that any decision to introduce a tax on data usage would need careful evaluation because of its potential impact on digital inclusion. India has made significant progress in expanding internet access to rural communities and lower income groups.
Analysts note that increased costs for internet services could influence how frequently people use digital platforms including online education government services and digital payments. Policymakers may therefore consider various options to ensure that internet accessibility remains affordable.
At the same time governments around the world are exploring new ways to tax digital services as technology becomes a central part of economic activity. Several countries have already introduced digital taxes targeting large technology companies or online platforms.
In India the telecommunications sector plays a critical role in the digital economy by supporting internet infrastructure and communication services for millions of users. Any major policy changes affecting data usage could therefore have wider implications for the sector.
Officials have emphasised that the proposal is still at an early stage and no final decision has been made. The report prepared by the Department of Telecommunications expected later in 2026 will likely provide detailed recommendations on the possible advantages challenges and implementation strategies for such a policy.
For now the government continues to review different policy options while balancing the goals of reve
