The panel pointed out that HAL’s inefficiencies have led to a backlog in aircraft deliveries, slowing down the Indian Air Force’s modernization efforts.

A recent report by a parliamentary panel has slammed Hindustan Aeronautics Limited (HAL) for inefficiencies in its operations, citing delays in project execution and shortcomings in defense production. The committee, which reviewed HAL’s performance, expressed concerns over prolonged timelines, cost overruns, and quality issues affecting key defense programs.

The report highlights that several aircraft and helicopter projects have suffered delays, impacting India’s defense preparedness. The panel pointed out that HAL’s inefficiencies have led to a backlog in aircraft deliveries, slowing down the Indian Air Force’s modernization efforts. Additionally, the committee noted that delays in indigenous fighter jet and helicopter production have resulted in greater dependence on foreign suppliers, affecting India's goal of self-reliance in defense manufacturing.

One of the major criticisms was directed at the Tejas Light Combat Aircraft (LCA) program, which has faced repeated delays despite significant investments. Similarly, the panel flagged concerns regarding the Advanced Light Helicopter (ALH) program, urging HAL to enhance its production efficiency. The report also raised questions about HAL’s financial management, citing cost escalations in multiple projects.

In response, HAL has defended its record, stating that complex defense projects naturally face technical and logistical challenges. The company assured that steps are being taken to streamline production, enhance efficiency, and improve coordination with the defense forces. HAL also highlighted its recent successes, including the production of light combat helicopters and agreements for defense exports.

Despite HAL’s assurances, the panel has recommended greater accountability, better project management, and stronger oversight to prevent further inefficiencies. Lawmakers have suggested that the government implement strict performance benchmarks to ensure that defense projects are completed within deadlines.

As India pushes for self-reliance in defense manufacturing under the "Make in India" initiative, HAL’s role remains crucial. Experts believe that while HAL has contributed significantly to India’s defense sector, urgent reforms are needed to boost efficiency, reduce delays, and strengthen India’s indigenous defense capabilities.
