On the occasion of the 17th Civil Services Day, Prime Minister Narendra Modi interacted with civil servants and senior bureaucrats in New Delhi, highlighting the crucial role they play in the country’s development. The event, held annually to recognize the contributions of India’s civil services, was marked by inspiring addresses, awards for excellence, and a renewed call for reform-oriented governance.
Addressing the gathering, PM Modi commended the dedication and discipline of civil servants across the nation. He emphasized that in the journey towards building a "Viksit Bharat" by 2047, civil servants are key drivers of change and innovation. “You are the architects of implementation,” he said, urging them to bring transformative changes through efficient execution of government policies and schemes.
The Prime Minister stressed the importance of a citizen-centric approach in administration. “The real strength of governance lies in its ability to connect with the common man,” he said. He encouraged bureaucrats to use technology, data-driven solutions, and digital platforms to ensure transparency, speed, and accuracy in service delivery.
Highlighting the achievements of India's civil services over the past decades, PM Modi noted how officers have consistently risen to the challenges of a diverse and dynamic country. However, he also called for introspection and innovation to meet new-age demands, especially in areas such as climate change, urban planning, and rural development.
In line with the government’s “Minimum Government, Maximum Governance” philosophy, the Prime Minister urged departments to reduce red tape, simplify procedures, and build systems that empower citizens rather than create dependencies. He emphasized the value of time-bound implementation and measurable outcomes in assessing performance.
As part of the ceremony, several civil servants and departments were recognized for their exceptional contributions under various government programs, including digital governance, rural upliftment, health, and education initiatives. These awards aim to promote healthy competition and encourage best practices across administrative services.
Concluding his address, PM Modi expressed confidence in the capability of India’s civil services to lead the country through its Amrit Kaal — the 25-year journey toward a fully developed India. “We are not just dreaming of a better India; we are building it. And you are the builders,” he said.
Civil Services Day, observed on April 21 every year, commemorates the speech delivered by Sardar Vallabhbhai Patel in 1947, when he referred to civil servants as the “steel frame” of India. The day serves as a platform for reflection, discussion, and direction for India’s administrative machinery.
