Several state governments were called upon to adopt proactive measures, including regular sterilization drives, vaccination against rabies, and awareness campaigns to prevent dog bites.

New Delhi, India:

The Supreme Court of India has issued stern warnings to state governments regarding the growing problem of stray dogs, noting that the issue is negatively affecting the nation’s image both domestically and internationally. During hearings, the bench highlighted repeated reports of stray dog attacks and the apparent lack of effective action by various state authorities.

The bench emphasized that India’s standing as a responsible and safe country is undermined when citizens and visitors face repeated threats from unregulated stray dog populations. “If this continues, India’s image is going down internationally,” remarked the Supreme Court. The observation reflects growing frustration over the failure of states to comply with guidelines related to stray dog control and public safety.

The court underscored that the management of stray dog populations is not only a public safety issue but also a matter of animal welfare. Authorities were reminded that actions must be humane and aligned with the Prevention of Cruelty to Animals Act and the Animal Birth Control (Dog) Rules, which mandate sterilization and vaccination programs for stray dogs.

Several state governments were called upon to adopt proactive measures, including regular sterilization drives, vaccination against rabies, and awareness campaigns to prevent dog bites. The court highlighted that negligence in managing stray dog populations has resulted in serious injuries and fatalities, leading to public unrest and mounting criticism.

Legal experts point out that the Supreme Court’s statement is part of a broader effort to ensure states adhere to legal provisions for animal welfare while balancing human safety. Previous directives issued by the court have urged governments to maintain comprehensive records of stray dog populations, implement sterilization programs, and educate communities about coexisting safely with animals.

Public health officials have repeatedly warned that uncontrolled stray dog populations pose a threat to health, especially in densely populated urban areas. Rabies outbreaks, injuries from bites, and general public fear are among the consequences that can escalate if effective measures are not implemented.

The Supreme Court’s criticism also serves as a reminder that animal management policies directly impact India’s international image. Tourists, international media, and investors increasingly scrutinize public safety conditions in Indian cities, and persistent issues like the stray dog menace can affect perceptions of governance and civic responsibility.

Experts note that while humane strategies exist and are legally mandated, poor implementation at the state and municipal levels remains a persistent challenge. Adoption of technology for population monitoring, coordination between municipal authorities and NGOs, and stricter enforcement of sterilization protocols are considered key steps toward resolving the problem.

The Supreme Court has requested state governments to submit detailed action plans addressing stray dog management and to provide regular updates on sterilization, vaccination, and public awareness initiatives. Officials have been given strict timelines to ensure effective implementation.

Previous directives issued by the court have urged governments to maintain comprehensive records of stray dog populations, implement sterilization programs, and educate communities about coexisting safely with animals.
